Can I look up a Lithuanian company by VAT number?

Yes. The Lithuanian VAT number is LT and 9 or 12 digits, for example LT100538411. Pass it as vat with country=LT. It comes from the State Tax Inspectorate list and cannot be computed from the company code; to check it against VIES, use GET /vat/ followed by the number.
