What is the Unified State Register of Ukraine (EDR) and the EDRPOU code?
The EDR is the register behind Ukrainian company records. Here is how the EDRPOU code works, what the open data holds and what it has withheld since martial law, how status is read and what an API can serve.

The short version
The Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations (EDR, in Ukrainian ЄДР) is kept by the Ministry of Justice of Ukraine. A legal entity is identified by its EDRPOU code, 8 digits with leading zeros, such as 21673832.
The Ministry publishes the legal-entity part of the register as open data on data.gov.ua under the Creative Commons Attribution licence, updated weekly. Prometiam serves the commercial legal persons in it as one company record, in the same shape as every other country, with the name in Ukrainian.
Who supplies what
| Name | What it is |
|---|---|
| Ministry of Justice of Ukraine | The registrar. The source of the name, the legal form, the status, the dates and the share capital. |
| data.gov.ua | The national open data portal, where the Ministry publishes the register under the Creative Commons Attribution licence. |
| EDRPOU | The identification code of the legal entity, the key you store for the register record. |
| Credit line | Prometiam’s Ukrainian records carry "Contains data from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations (EDR), Ministry of Justice of Ukraine, published as open data on data.gov.ua under the Creative Commons Attribution licence (CC BY 4.0). The EDRPOU code
The EDRPOU has 8 digits and keeps its leading zeros, as in 03800238. Its last digit is a check digit, but a few genuine codes of the register fail the rule, so a mismatch is flagged and the code is still looked up. A shorter number is read with its zeros restored, and a UA prefix, spaces and hyphens are tolerated. A 10-digit number is a person’s tax number, never an EDRPOU, and is refused.
What a Ukrainian record holds
| Field | Notes |
|---|---|
| Company name | The name in Ukrainian in company_name; the register’s short form (such as ТОВ or ПП with the name) is in the registry details. A Latin spelling finds it by transliteration. |
| Legal form | Limited liability company (ТОВ), additional liability company, joint-stock companies, partnerships, private enterprises (ПП) and the state, municipal, subsidiary, collective, leased, joint-venture and foreign enterprises, and production cooperatives, in the register’s wording. |
| Status | Active, in liquidation, insolvent, in restructuring, deregistered or merged; the register’s own wording is in local_status and the registry details. |
| Dates | The first state registration date where the register states one, and for an ended company the termination date and the basis (liquidation, bankruptcy, a court decision, reorganisation). |
| Share capital | The authorised capital in hryvnia where the register states one; a stated capital of zero is not served. |
| Address, activity code, contacts | Not in the open data. They are empty for every Ukrainian company. |
What martial law took out
Since martial law was introduced the Ministry of Justice does not publish, in the open data, the registered address, the types of activity (KVED), the addresses of founders and beneficial owners, any contact details or the place where the registration file is kept. Prometiam serves only what the register publishes, so address, activity_code and the contacts are empty for Ukraine, and the register-change events cover the name, the status, the legal form and the share capital only.
The open data also leaves out some state and defence-related entities. A company that is missing is not proof that it does not exist.
What Prometiam serves for Ukraine
Company records of commercial legal persons, ended ones included, with register-change events and monitoring. The register also names founders, beneficiaries and heads; Prometiam does not read or serve them. Individual entrepreneurs (FOP) and every other natural person, farms, associations, trade unions, political parties, religious and charitable bodies, public bodies and branches are never served. There is no VAT number (a vat search is refused), no financial statements and no insolvency notices; a bankruptcy shows in the company status.
Register-change events (the name, the status, the legal form and the share capital) are dated when the change first appears in the register data, and there are none before Ukraine's launch in October 2026. Company monitoring alerts on a status change, a dissolution, a sanctions match and these events.
Querying Ukrainian companies from an API
The same call as every other live country, with country=UA:
# by EDRPOU code curl -H "Authorization: Bearer rk_live_..." \ "https://api.prometiam.com/functions/v1/risk-api/companies/search?company_number=21673832&country=UA" # by name, in Ukrainian or transliterated curl -H "Authorization: Bearer rk_live_..." \ "https://api.prometiam.com/functions/v1/risk-api/companies/search?name=epitsentr&country=UA"
A value that is not an EDRPOU is answered with a 400 validation error.
FAQ
What is the Unified State Register of Ukraine?
The Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations (EDR, in Ukrainian ЄДР), kept by the Ministry of Justice of Ukraine. The Ministry publishes the legal-entity part as open data on data.gov.ua under the Creative Commons Attribution licence.
What is an EDRPOU code?
The identification code of a legal entity in the register: 8 digits with leading zeros, such as 21673832. The last digit is a check digit, but a few genuine codes fail it, so it is advisory here and the shape is the rule. A 10-digit number is a person’s tax number, not an EDRPOU.
Why is there no address or activity code?
Since martial law was introduced the Ministry of Justice does not publish the address, the activity codes (KVED) or any contact in the open data, to protect national security. Prometiam serves only what the register publishes, so those fields are empty for every Ukrainian company.
Which statuses does a Ukrainian company have?
Active (registered), active with local status certificate_void (registered, but the registration certificate is void), in liquidation (in the state of termination), insolvent (a bankruptcy case is opened), in restructuring (bankruptcy with rehabilitation), deregistered (terminated or cancelled) and merged (terminated by reorganisation).
Does a Latin spelling find a Ukrainian company?
Yes, as far as transliteration allows. Names are stored in Ukrainian and searched in transliterated form, so a search for epitsentr finds a company written in Cyrillic. The spelling a company uses in Latin letters can differ from the transliteration.
Does Prometiam serve officers, founders or individual entrepreneurs for Ukraine?
No. The register names founders, beneficiaries and heads; Prometiam does not read or serve them. Individual entrepreneurs (FOP) and other natural persons, farms and non-profit bodies are never served, and there is no VAT number, financial statements or insolvency notices for Ukraine.
Are all Ukrainian companies in the data?
No. The open data leaves out some state and defence-related entities, and Prometiam serves commercial legal persons only. Ended companies are included, with the termination date and its basis.
